Immigration Information

The following information are only for reference . Passengers should refer to the latest information published by the officials of their destination.

All foreign passengers are not allowed to transit or enter Mainland China, the visas or relevant documents they holding are not valid for use. 

Exemptions :
• This does not apply to passengers with a diplomatic, service, courtesy or C visa. 
• This does not apply to passengers with a visa issued after 28 March 2020. 

Quarantine measures : 
• All inbound passengers arriving in Beijing are required to receive nucleic acid tests and undergo centralized quarantine.
• Those who returning to PRC through other ports and arriving in Beijing within 14 days, also required to receive nucleic acid tests and undergo centralized quarantine.
• Fees for isolation and observation shall be taken by travelers themselves, and the expense for nucleic acid tests should be covered whether they have basic or commercial medical insurance. 
• After the centralized quarantine, the passengers will be quarantined for further 7 days at home and need to have one contact person for health monitoring.

Effective from 31Mar2020, China immigration suspend the TWOV (Transit WithOut Visa) policy for Japan, Singapore and Brunei passport holder.
The above 3 countries passport holder must hold valid CHN visa before they come to China."

ShanghaiAll foreign passengers are not allowed to transit or enter Mainland China,
the visas or relevant documents they holding are not valid for use.

Exemptions :
• This does not apply to passengers with a diplomatic, service, courtesy or C visa.
• This does not apply to passengers with a visa issued after 28 March 2020.

Quarantine measures :
• All passengers arriving from Korea, Philippines, Iran, Italy, France, Spain, Germany, United States, United Kingdom, Denmark, Netherland, Belgium, Switzerland, Sweden, Norway, Austria, Australia, Malaysia, Greece, Czech, Finland, Qatar, Canada and United Arab Emirates by direct or transit flights, are required to undergo a 14-day compulsory quarantine after entering Shanghai.
• Passengers who are required to be quarantined but with less than 14 days permitted stay in Mainland China will be refused entry.
• All inbound passengers arriving in Shanghai are required to receive nucleic acid tests.
• Effective from 01April, All visitors have to complete a 14 days of concentration observation and leave for destination with a Quarantine certificate
XiamenAll foreign passengers are not allowed to transit or enter Mainland China,
the visas or relevant documents they holding are not valid for use.

Exemptions :
• This does not apply to passengers with a diplomatic, service, courtesy or C visa.
• This does not apply to passengers with a visa issued after 28 March 2020.

Quarantine measures :
• All passengers arriving in Xiamen are required to receive the medical tests and undergo the centralized quarantine on their own expenses.
• After the centralized quarantine, the passengers who stay at Xiamen will be quarantined for further 7 days at home.
ChengduAll foreign passengers are not allowed to transit or enter Mainland China,
the visas or relevant documents they holding are not valid for use.

Exemptions :
• This does not apply to passengers with a diplomatic, service, courtesy or C visa.
• This does not apply to passengers with a visa issued after 28 March 2020.

Quarantine measures :
• All passengers regardless of nationality and the place of departure are required to undergo a 14-day quarantine and also afford the relevant expenses by themselves.
• After the 14-day centralized quarantine, the passengers will be quarantined for further 7 days at home.
• Passengers transiting in Chengdu must receive nucleic acid tests and undergo centralized quarantine for 2-3 days;those tested negative of covid-19 will be quarantined at home or at designated place for 14 days.
North East AsiaJapan
1. All travelers from restricted countries (Taiwan etc.) are banned to enter into Japan. (The Permanent Residents and their spouse, Japan citizens’ spouse or people with resident cards are included.)
2. All passengers who arrive from the restricted countries are required to receive PCR tests.
3. All passengers are required to undergo a 14-day compulsory quarantine at a Government designated location ( at home or hotel) and are not permitted to use public transportation in Japan.

South Korea

Passengers who meet one of the following criteria are not permitted to enter South Korea:
• Nationals of China who have a passport issued by Hubei Province
• Anyone who has visited or transited in Hubei Province in the past 14 days.
• All korea visa issued by Wuhan Consulate in Hubei province are invalid.
• Visa exemption entry to Jeju island suspended
• Visa exemption entry suspended for nationals of Japan
• Visa issued by Hubei or Japan Consulate invalidated
• All short-term visas issued before 5 April 2020 are invalid.
• Suspension of the visa on arrival and the visa waiver program over 90 countries.

Exemptions :
South Korean citizens, permanent residents, spouses and direct family members.
Airline crew members.
Holding APEC business card.  

Transit Restrictions :
Foreign nationals traveling from China without Korea visa.
Passengers who are not eligible for visa waiver entry to Korea.

Quarantine Measures :
• All passengers entering Korea will be quarantined with own expense.
• All passengers on the flight to Korea will undergo fever check at the departure airport.
Boarding will be rejected for who have fever with temperature over 37.5'C.
• All passengers entering Korea must have an available phone number
• All passengers must have a mobile device for installing self-diagnosis apps
• All passengers are restricted to use public transportation and domestic flights (Jeju residents are excluded)
• All travelers arrving from Taiwan should submit the quarantine agreement to airline staff before boarding.

South East AsiaMalaysia1. All foreign nationals are not permitted to enter Malaysia.
2. Arriving passengers are not allowed to transfer immediately from an International flight to a domestic flight.

Exemptions:
Nationals of Malaysia and their spouse with spouse visa, Permanent Residents, Diplomats or MM2H pass holders. However, they will be quarantined upon arrival and need to bear the relevant cost. (Except for the diplomats)

For MM2H pass holders, they must meet the following requirements,
• The letter of approval from immigration Department of Malaysia has to be obtained prior to departure and a copy of the letter to be showed during check in.
• Authorization of entry is subject to inspection and compliance with the conditions of entry set by immigration Department of Malaysia
• Perform a swab test from their origin country within 14 days arrival to Malaysia. (Test results are negative of COVID-19)
• Submit a self-declaration letter to bear all cost of quarantine at the designated quarantine centers in Malaysia.
Cambodia1. Suspension of visa exemption policy and issuance of visa on arrival.
2. All foreigner who travels to the Kingdom of Cambodia must obtain the following documents,
• Valid multiple entry visa of the Kingdom of Cambodia.
• A negative of COVID-19 medical certificate issued by local health authorities no more than 72 hours prior to the scheduled time of flight departure.
• An insurance certificate that not less than 50 thousand US dollars.

Quarantine measures :
1. All passengers will be required to take the special pick-up car to the hospital for receiving the test of COVID-19.
The test results will be known after 1-2 days later, if the passengers on same flight are all tested negative, they will be allowed to quarantine themselves at home for 14 days but they need to receive the blood tests again on the 13th day.
2. Except for the food expenses, the Cambodia government will cover the relevant expenses such as transportation to the hospital, blood test, or accommodation.
Vietnam

1.All passengers regardless of nationality are not permitted to enter Vietnam.
2.All arrival flights are not allowed to carry passengers. 
3.If the airlines want to transport Vietnamese citizens back to their country, they must get the opinion of the Vietnamese diplomatic unit in the host country. 

Exemptions:
• Diplomatic / official passport holders
• Other special circumstances (such as foreign visitors attending or serving important event) ; except experts, business managers, high-skilled workers, and others who have been approved by the National Center for New Coronavirus Prevention) 

Quarantine requirements:
• All passengers are required to undergo a 14-day mandatory quarantine upon arrival. 

Others :
• Suspension of the Visa on Arrival and the visa waiver program to all nationals.
• Suspension of visa exemption for Vietnamese or family members of Vietnamese holding foreign passport. 

Myanmar1. Suspension of all return flights to Myanmar.
2. Suspension of the issuance of all types of visa to all foreign nationals, except diplomats accredited to Myanmar, United Nations officials resident in Myanmar.
3. All diplomats accredited to Myanmar and United Nations officials resident in Myanmar may obtain entry visas through respective Myanmar Missions abroad. They shall be required to provide certification of the absence of COVID-19 infection issued by a recognized laboratory no more than 72 hours prior to the date of travel and before boarding any aircraft destined for Myanmar. They shall be subject to be quarantined for 14 days on their arrival in Myanmar.
Thailand1. Suspension of all return flights to Thailand.
2. All foreign passengers are banned to enter.
3. This does not apply to state or military aircraft, emergency landing, technical landing without disembarkation, humanitarian aid, medical, relief and repatriation flights. Passengers are subject to quarantine for 14 days upon arrival.
Philippines All philippine and foreigner travelers are not permitted to entry into Manila.
Indonesia

All foreigners are not permitted to enter or transit through Indonesia. 

Exemptions :
1.Foreigner holders of Temporary Stay Permit (ITAS) or Permanent Stay Permit (ITAP) in Indonesia
2.Foreigner holders of Indonesian Diplomatic VIsa or Indonesian Service Visa
3.Foreigner holders of Diplomatic Stay Permit or Service Stay Permit in Indonesia
4.Medical Aid Workers of Food Sustenance Workers for Humanitarian Purposes
5.Crews(Air, Sea or Land Transport)
6.Foeigners/Expetriates working on Strategic National Project 

Exempted foreigners or Indonesia citizens must fulfill additional requirements:
• Possess a valid PCR tested negative of covid-19 and fit-to-fly health certificate (in English) issued by Health Authority of the respective country in 7 days. 
• The medical team might practice the rapid diagnostic tests request at the airport again. If the observation results shown passengers have no symptoms of COVID-19, KKP will issue clearance letter, and passengers will only be advised to perform 14 days self-quarantine. 
• Residing certificate for at least 14 days in a country/territory with no eminent case of Covid-19. 

Remarks : The official regulations for entry toward Indonesian and foreigner are as follows, 
1.Indonesian : All Indonesian citizens are allowed for entry. However, the medical team will decide whether transport passengers to located designated hospitals according to the test results.
2.Foreigner : The medical team will decide whether to approve entry or deport the passenger  according to the test results. For passengers allowed for entry, the medical team will decide whether transport passengers to located designated hospitals.

Hong Kong

Only Hong Kong residents with following documents will be permitted to enter Hong Kong:
• Hong Kong Permanent Identity Card / Hong Kong SAR passport / British National (Overseas) passport (with right of abode in Hong Kong)
• Hong Kong Identity Card (this needs to be accompanied with a valid work or study visa)
• Passengers travelling from Mainland China, Taiwan or Macao and have not been to other country/region in past 14 days.
• Passengers travelling on a diplomatic passports
• The spouse and children of Hong Kong residents
• Local government personnel performing official duties
• Personnel approved by the Hong Kong SAR government to carry out anti-epidemic work
• Passengers falling into this exemption category must still meet the minimum 14 days intended/permitted limit of stay in order to meet the 14 days of compulsory quarantine requirements – otherwise entry will be refused

Exemptions :
• Crew members of aircraft who need to commute to and from foreign places for performance of necessary duties or crew members of goods vessels;
• Government officials carrying out government duties including personnel of consular posts;
Personnel engaged in anti-epidemic work endorsed by the HKSAR Government; and
• Spouses and minor children of Hong Kong residents.

Transit restrictions
• Passengers are no longer permitted to transit through Hong Kong International Airport.
• All sea-to-air ferry services (Greater Bay Area to Hong Kong) and air-to-sea ferry services (Hong Kong to Greater Bay Area) have also been suspended.

Quarantine measures :
All passengers are required to undergo 14 days of compulsory quarantine in a government-nominated quarantine facility,at home or at hotel.

Palau• Anyone who has visited/transited in China, Hong Kong or Macau in the past 14 days is not permitted to enter/transit Palau. 
• Palau citizens and residants are exempted from this new prohibition, provided that each citizen or resident submits to a comprehensive health screening and agrees to a 14-day self-quarantine upon arrival in Palau.
Singapore
1. Short-term visitors are not allowed to enter or transit through Singapore.
2. All allowed visitors such as citizens, permanent residents and long term pass holders entering Singapore to serve a 14-day self-isolation at dedicated SHN facilities. 
3. Singapore Residents who travelled against government advisory will have to pay for the cost of 14-day SHN at designated facilities.
4. Suspension of all forms of Visas (including short-term and multiple-visit visas) issuance and previously issued visas to those with People’s Republic of China and Iranian passports will apply.
5. All travellers arriving in Singapore must submit a health declaration before proceeding with immigration clearance. Those who make false declarations will be liable for prosecution under the Infectious Diseases Act.
Website

Exemptions :
• Work pass holders (regardless of nationality) are required to obtain an approval letter from the Singapore Ministry of Manpower (MOM). MOM will ONLY allow the entry/return of work pass holders (including their dependents) for those providing essential services, such as in healthcare and transport.
• All holders of the Long-Term Visit Pass (LTVP) issued by the Immigration & Checkpoints Authority (ICA), including those who have been granted In-Principle Approval (IPA) by ICA for LTVP, will require an approval letter of entry by ICA to gain entry into Singapore.
• All Student Pass (STP) holders, including those who have been granted In-Principle Approval (IPA) by ICA for STP, will require an approval letter of entry by MOE to gain entry into Singapore.
• The approval letter of entry by ICA for LTVP holders, or by MOE for STP holders, is valid for two weeks. These LTVP and STP holders must produce such approval letter of entry to airline staff at check-in at the point of departure, and to the ICA officer at the checkpoint upon arrival in Singapore.
South AsiaIndia1. No schedule flight operation is allowed in India.
2. All foreign passengers are banned to enter.
North AmericaCanadaEntry restrictions : Only the following passengers are permitted to enter Canada
• Canadian citizens, the permanent residents and their immediate family members.
The immediate family members are defined as: the spouse or common-law partner of the person; their dependent child ; their parent or step-parent ; their guardian or tutor.
• US citizens.
• A person travelling on a diplomatic passport.
• A person who is authorized by Canada government in writing.
• A person who is under the Immigration and Refugee Protection Regulations and their immediate family members.
• A person who enters Canada at the invitation of the government for the purpose of assisting in the COVID-19 response.
• A person whose presence in Canada, in the opinion of the officials, is in the national interest.
• Foreign National with a valid Canadian work permit.
• Foreign National with a valid Canadian study permit.
• Foreign National holding an approval letter to obtain a work permit in Canada.
• Foreign National approved to study. (Approval letter dated before 18 March 2020.)
• Accredited diplomats and their immediate family members

Foreigner nationals are allowed to transit through Canada internationally but they should meet the following conditions:
• The customer must not present any symptoms of COVID-19.
• The customer must have a confirmed onward flight outside of Canada.
• The customer must not leave the airport.
• The customer must satisfy all other documentary requirements (e.g. ETA, transit visa etc.)

Quarantine requirement
• All passengers entering Canada are required to isolate for 14 days.
United StatesNon-US citizens and residents who have visited/transited through the following regions in the past 14 days are not permitted to enter: Mainland China, Iran, Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom and Ireland.

Exemptions:
• US citizens / lawful permanent residents including their spouse, parents, legal guardian, siblings (unmarried and under the age of 21 years), etc.
• Foreign government officials or an immediate family member of an official who originated in, transferred from, or transited through the aforementioned countries/regions in the past 14 days
• U.S. Armed Forces and their spouses and children.
• Passengers who are exempted will only be permitted to arrive into one of the following 13 airports:
Los Angeles(LAX), New York/John F. Kennedy(JFK), New York/Newark Liberty(EWR), San Francisco(SFO), Chicago/O`Hare(ORD), Seattle(SEA), Atlanta(ATL), Honolulu(HNL), Washington/Dulles(IAD), Dallas/Fort Worth(DFW), Detroit(DTW), Boston (BOS), Miami (MIA).

All U.S. citizens are subject to a quarantine assessment on arrival.
OceaniaAustraliaAll foreign travellers are banned to enter Australia.

Exemptions:
• Australian citizens, permanent residents and New Zealand citizens who currently reside in Australia are able to enter Australia, along with their immediate family (spouses, legal guardians or dependents only).

Quarantine requirements:
• All travellers arriving in Australia will be required to undertake a mandatory 14-day quarantine at designated facilities in their port of arrival.
New ZealandAll foreign travelers are banned to enter.

Exemptions:
• New Zealand citizens and permanent residents are still able to enter New Zealand, along with their immediate family (partner or spouse, legal guardian and dependent children under the age of 24) travel on the same flight.
• Australian citizens and permanent and immediate family (partner or spouse, legal guardian and dependent children under the age of 24) are able to transit New Zealand to Australia.
• New Zealand citizens, residents and immediate family (partner, legal guardian and dependent children) are able to transit Australia to New Zealand.
• Diplomats with approval.

Travelers with particular reasons :
1. Humanitarian reasons
2. Health and other essential workers
3. Citizens of Samoa and Tonga for essential travel to New Zealand
4. The holder of a visitor visa who is the partner or dependant of a temporary work or student visa holder and who normally lives in New Zealand and is currently in New Zealand.

• All traveller are required to undergo a 14-day quarantine measure.
EuropeAustria
Netherlands
Germany
Italy
All foreign travelers are banned to enter the 27 EU countries.

Exemptions :
• EU citizens and their family.
• EU residents.
• Long term residents, those with a legal right to reside or hold long term visas (D-visa) .
• Healthcare professionals.
• Health researchers.
• Elderly care professionals.
• Frontier workers.
• Transport personnel.
• Diplomats.
• Staff of international organizations.
• Military personnel.
• Passengers in transit.
• Passengers travelling to attend a funeral or wedding of a family member, a court appointment or travelling for other imperative family reasons. (Must have the relevant evidence)
• Persons in need of international protection or for other humanitarian reasons.
United KingdomThere are no specific entry restrictions but all travelers are required to compulsory self-quarantine for 14 days starting from 8 June.

Exemptions :
• Transportation crew (Sea,Air,Land)
• Health care professionals and researchers.
• Passengers travel from Ireland.
